Developer Fees

In California, school districts are authorized to collect development impact fees on new residential, commercial, and industrial construction projects to help fund school facilities.

These fees, governed by Education Code Section 17620 and Government Code Section 65995, are collected when a district demonstrates the need for additional school facilities by completing an annually updated School Facilities Needs Analysis.

The primary purpose of these development fees is to cover the local school district’s 50% share of the cost for new school construction projects, which are jointly funded with the State through the School Facility Program (SFP), established in 1998.
 

Residential

$3.48 per sq. ft.

Commercial

$0.56 per sq. ft.

Payments

Fees must be paid in the form of cashier’s check or business check. Lodi USD does not accept cash, personal check, credit or debit cards for developer fees. If you have any questions regarding the process, please email the Facilities & Planning Technician.

Payment Process

Please note that pursuant to Education Code Section 17620, our local building departments may not issue a building permit for any construction within the District’s boundaries until the District has executed a Certificate of Compliance indicating that the developer has paid the required school fees. A Certificate of Compliance Form must be issued by the Building Department.

The applicant completes and submits the Certificate of Compliance Form to Lodi Unified School District’s Facilities and Planning Department with the appropriate fee payment. The District will complete remainder of application form and certify on the form that payment has been made.

The applicant submits a copy of the completed Certificate of Compliance to their Building Department to obtain a building permit.
