English Learners
The English Learners (EL) program is designed to support students whose primary language is not English.
Per California Code of Regulations, an English Learner is defined as a pupil who is “limited English proficient” as defined in the federal No Child Left Behind Act of 2001 (20 U.S.C. Sec. 7801(25)).
English learner means a student who is age 3-21 years, who is enrolled or is preparing to enroll in an elementary or secondary school, and whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the student the ability to meet state academic standards, the ability to successfully achieve in classrooms where the language of instruction is English, or the opportunity to participate fully in society.

About the Program
Lodi USD roughly serves over 5,000 TK-12 and adult students who have been identified as Multilingual Learners (ML), with the majority of our English Learners coming from Spanish speaking families. As a whole, our ELs represent 15 non-English languages.
Using the guidance of the California English Learner Roadmap, our talented staff work hard to meet the individual needs of all of our students with the use of research-based, instructional practices.
Designated English language development is defined as instruction provided during a time set aside in the regular school day for focused instruction on the state-adopted English language development standards to assist English learners to develop critical English language skills necessary for academic content learning in English (5 CCR 11300).
Integrated English language development is defined as instruction in which the state-adopted English language development standards are used in tandem with the state-adopted academic content standards. Integrated English language development includes specially designed academic instruction in English (5 CCR 11300).

DELAC Meetings
The District English Learners Advisory Committee (DELAC) is a district-level advisory committee made up of representatives from each school's English Learners Advisory Committee (ELAC). One parent or guardian member from each school's ELAC is elected to serve as the site's DELAC representative. The DELAC's role is to advise the Lodi USD Board of Education on programs and services for EL students.
DELAC Meetings are held at the James Areida Education Support Center. Translation, snacks, and beverages are provided as well as childcare for ages 4 and up.
