McKinney-Vento Homeless Assistance Act

The McKinney-Vento Homeless Assistance Act, a federal law first enacted in 1987, states that each state educational agency is to ensure that children and youth who are homeless have equal access to the same free, appropriate public education as provided to all other students.   

10 Possible Signs of Homelessness
  • Erratic attendance or tardiness
  • Poor hygiene and grooming
  • Attention-seeking behavior
  • Concern for safety of belongings
  • Inappropriate dress for weather
  • Gaps in skill development
  • Inability to contact parents
  • Hunger and hoarding food
  • Sleeping in class
  • Wearing the same clothes for several days

Families with students experiencing homelessness have the right to:

  • Attend school.
  • Stay at the school they attended before becoming homeless (within reason) if the parent/guardian so choose.
  • Transportation services to and from school of origin (dependent on situation).
  • Participate in school programs and activities and receive the same school services that are offered to other children.
  • Title 1 Services.
  • Free/reduced meals.

 

Qualifications

Homeless people are those who lack a fixed, regular, and adequate nighttime residence. To qualify for the services provided through the Students In Transition Program, a student must meet at least one of the following:

  • Sharing housing ( doubled up) due to loss of housing or economic hardship.
  • Living in motels, hotels, dilapidated trailers, or camp grounds due to lack of alternative adequate housing.
  • Living in emergency or transitional housing.
  • Abandoned in hospitals.
  • Having a primary nighttime residence that is a public or private place not designed for, or ordinarily used as, regular sleeping accommodations.
  • Living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations.
  • Migratory students meeting the descriptions above

Once qualified, all services are available throughout the entire school year, no matter how the living situation changes.

 

Services

Provided services include:

  • Free breakfast and lunch
  • Free transportation services
  • Special transportation for children to remain in their school of origin.
  • Summer school programs
  • Assistance with school supplies
  • Assistance with school based fees or supply lists
  • Assistance with equipment to have the opportunity to participate in extra-curricular activities
  • Referrals and connections to community resources
  • Assistance with obtaining school records from previous schools
  • English Language Learners (ELL program)
  • Before and After School programming facilitation
  • Pre-School programs
  • Tutoring Programs
  • Special Education programs

2-1-1 San Joaquin (211SJ) is a collaborative effort of health and human service providers, state legislators, local government representatives, and county residents. Its purpose is to make it easy for people to find the help they need, when they need it.

Discovery ChalleNGe Academy
Discovery ChalleNGe Academy is a partnership between the California National Guard and San Joaquin County Office of Education (SJCOE) for youth between the ages of 16 and 18 who have dropped out of high school, are at-risk of dropping out, or are credit deficient.

Transitional Age Youth Mentoring
FREE Mentoring and supportive services provided to youth ages 16 to 25 utilizing the Transition to Independence (TIP) Model. Services include case management and goal setting related to – education, parenting skills, social supports, physical health, community engagement, employment, financial planning, emotional wellbeing, and housing.

Sow a Seed Community Foundation
Sow A Seed Community Foundation is to empower youth and their families with the education, programs, and resources needed to overcome social and emotional challenges so they can lead healthy, self-sufficient lives. Services include: prevention and intervention assistance, educational programs, leadership training, and community support.
