Facilities and Planning
The Facilities and Planning Department identifies the need for new schools, determines school site locations, plans and constructs modernization projects and additions to existing schools, and builds new facilities as approved by the Board of Education. The department is also responsible for enrollment projections, school attendance boundaries, monitoring facility use, and implementation and collection of development impact fees.

NOTICE IS HEREBY GIVEN that the Lodi Unified School District (“District”) is requesting qualified persons, firms, partnerships, corporations, associations, or professional organizations to provide comprehensive construction management services for selected projects under the District’s Measure U Bond Program (“Program”). Information regarding the Program and the District’s School Facility Master Plan is available at https://district-lusd-ca.schoolloop.com/fp. The District intends to select a pool of qualified construction managers for future consideration to provide services for selected projects as needed.
Respondents to this RFQ/P should mail or deliver five (5) bound copies, one (1) unbound copy, and one (1) electronic copy on CD or flash drive of their Statement of Qualifications (“SOQ”) and Proposal (together, “Submittal”), as further described herein, labeled “Submittal for Construction Management Services” to:

PRE-QUALIFICATION REQUIREMENT
In order to comply with Assembly Bill (AB) 1565 that went into effect January 1, 2014, Lodi Unified School District now require all General Contractors and M/E/P Subcontractors to be pre-qualified if the contract is valued at $1 million or more and funded whole or in part with State Facility Bond funds. This applies to the following license numbers:
- General Contractors (A and B)
- Mechanical, Engineering, Electrical and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)

Once you have been approved, you will receive an email indicating your approval, expiration date, and limit. The pre-qualification status will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.
The District must receive applications at least ten (10) business days prior to the scheduled bid opening on any advertised project.

Surplus Property
7-11 Committee
The Lodi Unified School District's 7-11 Committee advises the Board of Education on policies and procedures governing the use of school buildings or space in school buildings not needed for school purposes.
Under Education Code Section 17389, the Advisory Committee is to consist of not less than 7 or more than 11 members (often referred as "7-11 Committee") and must include representatives of various specified groups as follows:
The ethnic, age group, and socioeconomic composition of the District;
The business community, such as store owners, managers, or supervisors;
Landowners or renters, with preference be given to representatives of neighborhood associations;
Teachers;
Administrators;
Parents of students; and
Persons with expertise in environmental impact, legal contracts, building codes, and land use planning, including, but not limited to, knowledge of the zoning and other land use restrictions of the cities or cities and counties in which surplus space and real property is located.

NOTICE OF POTENTIAL LEASE OF SURPLUS PROPERTY

NOTICE IS HEREBY GIVEN that on January 12, 2016 the Board of Education (the “Board”) of the Lodi Unified School District adopted its Resolution No. 2016-03, in which it declared its intention to lease the surplus property known as the Turner Academy. This property is located at18051 N Ray Road in Lodi, California.
NOTICE IS HEREBY FURTHER GIVEN that the Board has fixed February 2, 2016, at 7p.m., at 1305 E. Vine Street, Lodi, California, as the time and place the Board will hold a public meeting to open, examine and declare sealed written proposals for lease of the surplus property. At such meeting, the Board will also call for oral bids to lease the surplus property.

Bid Process
Signed and sealed written proposals (“bids”) for lease by the bidders of the Turner Academy will be received by the Board at the District office located at 1305 E. Vine Street, Lodi, California, Attention: Facilities and Planning, until 4:00 p.m. on February 1, 2016.
At the regular meeting place of the Board, and subject to the terms of this Resolution, all bids timely received will be opened at 7:00p.m., on February 2, 2016, examined and considered by the Board in a public meeting.
